Hanoi Studies Turning Hoan Kiem Lake Area Into a Large Public Square

Hanoi is considering a sweeping redesign of the area around Hoan Kiem Lake, with the lake envisioned as a large square and a proposed triumphal arch serving as a new landmark at the northern end of the historic district.

From September 7 through September 26, the Hoan Kiem district government, working with Cua Nam district, will gather residents’ views on proposed adjustments to the H1-1B urban subdivision plan and part of H1-1C. The study covers about 65.89 hectares and combines broader planning changes with detailed proposals for renovation, restoration, reconstruction and restructuring around the lake.

The overall concept would connect Hoan Kiem Lake with August Revolution Square and the Hanoi Opera House to create a “History, Culture and Arts” space. The plan focuses on strengthening links around the lake, particularly to the north and east, while renewing community areas, squares and green parks. It also seeks to balance older architecture with new construction.

On the northern side, Dong Kinh Nghia Thuc Square would be expanded into a larger public square connecting the lake with an eastern park and square. The proposed triumphal arch would draw inspiration from the outstretched wings of a crane. Planners say it would mark the end of the urban axis through the old quarter and open a new spatial axis toward the south.

To the east, the study covers a system of squares and parks near the city government headquarters, Ly Thai To Flower Garden, Hanoi Post Office and Hoa Phong Tower. It also proposes reorganizing the area around Ba Kieu Temple, adding a memorial to the capital’s fallen soldiers, and improving connections with Dinh Le, Trang Tien and suitable commercial and service areas.

Underground space would be studied beneath the eastern park and square to expand public and service facilities and connect with C9 station on Metro Line 2. The plan also considers a new nine-story building with four basement levels at the city government site, while studying the dismantling of parts of the current city council and government headquarters, the Khan Quang Do Theater and the Children’s Palace complex. Three French-era buildings, the Nursery, the Indochina Treasury and the Résident supérieur building, would remain.
