Hanoi to Support Low-Income Residents in Replacing Polluting Motorcycles

Hanoi is set to launch a program to assist low-income residents in replacing their old, high-emission motorcycles. The initiative, spearheaded by the Department of Construction, aims to address air pollution and ensure compliance with national vehicle emission standards.

The plan is part of Hanoi's implementation of Prime Minister's Decision No. 13/2026/QD-TTg, which outlines the roadmap for applying national technical standards for emissions from motorcycles and motorbikes participating in road traffic. Motorcycle emissions inspections are scheduled to begin in Hanoi and Ho Chi Minh City on July 1, 2027.

Under the directive, the Department of Construction will develop a plan to establish and manage inspection facilities for motorcycle emissions, ensuring they meet local needs. The department will also oversee the inspection process and monitor compliance. Furthermore, it is tasked with creating a support scheme for low-income individuals to replace their aging, polluting vehicles and proposing measures for free initial emissions inspections for motorcycles in the city.

The Hanoi Police Department will direct its forces to inspect motorcycles and motorbikes for compliance with emission standards and low-emission zone regulations. They will utilize data shared by the Vietnam Register to penalize violations. The Department of Finance will collaborate with the Ministry of Finance to propose tax and fee incentives, as well as direct and indirect financial support, to encourage the development of emissions inspection centers and assist owners in transitioning to cleaner vehicles.

The Department of Science and Technology will work with the Ministry of Science and Technology to review and revise national technical standards for fuel to align with the emission roadmap. They will also ensure that equipment used for measuring emissions meets legal requirements for accurate inspection of motorcycles and motorbikes according to the phased implementation of emission levels and low-emission zone regulations.
