Higinio Martínez promises a conciliatory, but not ‘soft,’ Senate presidency

Higinio Martínez Miranda says he will lead Mexico’s Senate through dialogue, but he does not intend to preside over a “soft” chamber. His main tool for containing disorder, he said, will be the institution’s own rules.

Martínez acknowledged that confrontations could intensify, particularly with the return of Senator Enrique Inzunza Cázares, who could face criticism from the opposition. He said lawmakers would retain the right to speak freely, even when debates become heated, while he seeks to improve the way they argue and ensure that they respect parliamentary speaking times.

“I do not have a plan to address the positions; whatever strategy the parliamentary groups apply on this issue or another issue. What I have is a set of rules,” Martínez said.

He added that high-tension debates would require him to find ways to keep discussions within institutional channels. “I will have to do something,” he said. Martínez described his presidency as conciliatory but firmly tied to the regulations. He also said conciliation and dialogue have long been part of his political work.

Martínez said he was loyal to President Claudia Sheinbaum, Morena and the Senate’s governing caucus. He also backed transparency over the mechanism used to pay Inzunza’s Senate salary while his accounts remain frozen, saying he did not know how the payment was made but that any Senate payment should be publicly explainable.
