Ho Chi Minh City Cracks Down on Price Gouging with Unique Digital IDs for Real Estate

Ho Chi Minh City is rolling out a new system to assign unique electronic identification codes to every real estate product, a move aimed at significantly boosting market transparency and combating price inflation. This initiative, revealed by the Department of Construction, will create a digital 'identity card' for each property.

The new measure is designed to prevent situations where a single project is marketed with ambiguous information. By assigning a distinct identifier, each real estate product will be managed consistently from its development phase through to its final transaction. The system will prioritize new projects eligible for capital mobilization, commercial housing, and social housing projects currently undergoing application processes, before expanding to cover completed projects.

Real estate experts believe this digital identification will be a powerful tool against speculative practices. When each property has its own 'identity card,' data from tax agencies and notary offices will be linked, allowing for the real-time updating of actual transaction prices in the system. This integration is expected to provide authorities with a robust method to control price inflation fueled by rumors or herd mentality.

The city has already issued 1,174 accounts to various departments, district authorities, developers, and real estate firms to report data directly into the Housing Information and Real Estate Market System. This system is nearing completion and is expected to be fully operational in July 2026. Once active, citizens will be able to access a website to check average price ranges for different areas, empowering buyers with more reliable information.
