Ho Chi Minh City fines 408 illegal parking lots in urban order crackdown

Ho Chi Minh City authorities have intensified efforts to manage urban order, with police issuing fines to 408 illegal parking operations during a recent three-month campaign. The crackdown, aimed at curbing sidewalk encroachment and unauthorized street vending, has seen significant enforcement actions.

According to Colonel Nguyễn Đình Dương, Deputy Director of the Ho Chi Minh City Police, the campaign resulted in over 33,000 administrative penalties for violations of urban order and public safety. These penalties generated nearly 29 billion Vietnamese dong (approximately $1.1 million USD). The police also removed 2,273 signs and advertisements, confiscated 489 pushcarts, 1,399 umbrellas, and 213 canopies that encroached on public spaces.

While the city has observed positive changes, with citizens becoming more compliant and instances of resistance to law enforcement decreasing, challenges persist. The police report that the recurring issue of sidewalk and street encroachment continues in many areas. Contributing factors include a lack of coordination among various departments and insufficient maintenance of cleared areas, leading to repeat offenses.

Furthermore, the city faces infrastructure deficits, particularly a shortage of parking spaces, which exacerbates traffic congestion and impacts urban aesthetics. Many businesses operate without adequate parking, adding pressure to already strained public areas. Looking ahead, authorities plan to increase surveillance, utilize image-based enforcement, expand city-wide camera networks, and integrate citizen reporting through apps to address these ongoing issues.
