The fire occurred at 3 a.m. on April 12 in a rented room on Nguyễn Thị Thơi Street (Tân Thới Hiệp ward, TP.HCM) with an area of 20 m2.

Senior Lieutenant Colonel Nguyễn Văn Tùng emphasized the varying requirements based on building size and occupancy, noting that while larger structures face stringent design approval processes, smaller establishments are responsible for their own self-inspection and safety compliance.
