How Walter Ruck secured power through alleged manipulation

The Vienna Chamber of Commerce election on March 14, 2025, resulted in the ÖVP-affiliated Wirtschaftsbund narrowly securing its majority, obtaining 50.2% of the vote. This outcome represented a loss from the 54.0% achieved in the previous election five years prior.

Simultaneously, the Social Democrats also experienced a decline, falling from 20.0% to 16.5%. Despite these reported losses, Marko Fischer, president of the Social Democratic Economic Association (SWV) Vienna, described the result as "sensational," noting that their internal calculations indicated gains and that they had secured five additional professional groups, including hairdressers, vehicle technology, and the construction support trade.

However, internal analyses by the Social Democrats suggested they had actually gained votes, reaching 25.8% and securing 327 professional group mandates. When the preliminary results presented by Walter Ruck were revealed, "all alarm bells rang" among the Social Democrats. Insiders reported that they immediately attempted to contact Ruck and his close circle for clarification, but were unsuccessful.

Leaked information from a secret conversation recorded late last year has since emerged. In the recording, Ruck reportedly discussed a skiing trip with his office manager Victor Vanicek, Vice Director-General Christoph Biegelmayer, and General Florian Kollenz. During this trip, they allegedly devised a plan to "seal the deal and push through," which also applied to their own party officials. Ruck is quoted as saying, "We went skiing, and not a word got out. And during those three days, the plan was solidified."
