Indonesia: Electric Motorcycle Commissioner, Ex-Official Named Suspects in Embezzlement Case

Prosecutors have revealed that a commissioner for an electric motorcycle procurement program met with a former official of the Free Nutritional Program (MBG). Andri Mulyono, commissioner of PT Yasa Artha Trimanunggal, met with former National Nutrition Agency (BGN) Deputy Lieutenant General (Ret.) Lodewyk Pusung in early 2025. Both have since been named suspects in the alleged embezzlement of funds related to the MBG program. According to the Directorate of Investigation at the Attorney General's Office for Special Crimes, Andri Mulyono initiated the meeting to present his company's profile, which operates in goods procurement and logistics. The meeting is suspected to be the entry point for the criminal acts that ensnared Andri in the corruption case at BGN. Following the meeting, Andri reportedly obtained information about plans to procure electric motorcycles for BGN, with a budget of Rp 60 million per unit, despite the procurement not aligning with actual needs. Andri allegedly began actively communicating with the Commitment Making Officer (PPK) in February 2025 to follow up on the procurement plan, even though his company, PT YAT, did not meet the requirements to be a supplier. PT YAT reportedly lacked an active dealer or workshop and did not qualify as an electric motorcycle vendor. To overcome this, Andri allegedly collaborated with "AA" to acquire PT Adlas Sarana Elektronik (ASE), which produced the Emmo brand of two-wheeled vehicles, to facilitate his company's bid for the BGN project. Furthermore, Andri is accused of inflating prices for each electric motorcycle unit to approach the available budget for the procurement. Prosecutors stated that the initial Estimated Price (HPS) and Terms of Reference (KAK) had been manipulated by parties within BGN and the suspect. He is also accused of illegally receiving full 100 percent payment for the electric motorcycle procurement, based on a manipulated handover report that falsely claimed the assembly met specifications. However, the price and specifications allegedly did not comply with Presidential Regulation No. 138 of 2024 concerning Standards for Goods and State Property Needs. Andri faces charges under Articles 603 and 604 of the Criminal Code and has been detained for 20 days at the South Jakarta District Prosecutor's Office detention center. Lodewyk Pusung and two other former BGN officials were named suspects on June 3, 2026.
