Indonesia launches system for instant birth certificate issuance

Indonesia is streamlining the process of issuing birth certificates, aiming to provide them almost immediately after a baby is born. The Ministry of Administrative and Bureaucratic Reform (Kemenpan-RB), in collaboration with the Ministry of Health, has introduced a new system that connects hospital and community health center data with civil registration services.

This integrated system, called the Hospital/Community Health Center Information System-SATUSEHAT-Civil Registration Information System (SIAK), allows birth data from healthcare facilities to directly link with civil administration services. As a result, essential documents like birth certificates, family cards (KK), and child identity cards (KIA) become more interconnected and can be processed faster.

Minister Rini Widyantini explained the core principle: "Data moves, not the people." This shift from a "ecosystem" to an "ecosystem" aims to simplify procedures, eliminating the need for citizens to repeatedly fill out the same information across different agencies. The birth certificate is now viewed not just as an administrative document, but as the first step for a child to gain identity, access healthcare, education, and state protection.

Minister of Health Budi Gunadi Sadikin highlighted the system's importance given the large number of births in Indonesia – approximately 4.8 million babies annually. Integrating birth registration ensures that these newborns can receive their official documents promptly. The new digital system allows birth data to be directly fed into the civil registration system (Dukcapil or SIAK), enabling the digital issuance of birth certificates and family cards immediately after birth.

Minister of Home Affairs Tito Karnavian added that digital birth certificates can be received directly from the birthing facility, such as a puskesmas or hospital. They can also be sent via email or WhatsApp to parents for self-printing, which helps prevent illegal levies. This digital integration aims to make the process more accessible and efficient for new parents across the country.

Now birth data can be directly integrated with the Dukcapil or SIAK data. So that if a mother gives birth, her birth certificate and family card can be issued digitally.
