Indonesia names electric motorcycle supplier commissioner suspect in nutrition program graft case

Indonesian investigators have named Andri Mulyono, a commissioner for PT Yasa Artha Trimanunggal, as a suspect in a corruption case linked to the National Nutrition Agency's (BGN) nutritious meal program. The company was a supplier of electric motorcycles for the agency.

According to Syarief Sulaeman Nahdi, Director of Investigation at the Attorney General's Office for Special Crimes, Mulyono is accused of illegally manipulating and colluding with BGN internal staff. This alleged misconduct occurred from the project planning stage through to the disbursement of funds. Mulyono reportedly maintained active communication with the Project Implementing Official (PPK) to advance procurement plans, even before the official process had begun.

Investigators found that PT YAT did not meet the requirements to be a supplier. Mulyono allegedly engaged in unlawful communication with BGN officials to ensure his company's selection, despite the company lacking an active dealership or workshop. He is also accused of inflating the prices of the electric motorcycles to approach the available budget. Furthermore, Mulyono allegedly received full payment for the procurement based on a manipulated delivery acceptance report.

Mulyono faces charges under Articles 603 and 604 of the Criminal Code and has been detained for 20 days at the South Jakarta District Attorney's detention center. The procurement of BGN electric motorcycles had previously drawn public attention after a video surfaced showing a warehouse filled with the vehicles. At the time, the Head of the National Nutrition Agency, Dadan Hindayana, stated that the 21,801 electric motorcycles purchased were still in the distributor's warehouse and were budgeted for 2025, not 2026. Hindayana, who is no longer head of BGN, along with two former deputies, have also been named suspects in the case.
