Indonesia proposes $267 million down payment for 2027 Hajj preparations

Indonesia's Ministry of Hajj and Umrah has proposed a significant down payment of Rp4 trillion (approximately $267 million) to kickstart preparations for the 1448 Hijriah Hajj pilgrimage in 2027.

Minister of Hajj and Umrah, Mochamad Irfan Yusuf, explained to the House of Representatives that this advance payment, equivalent to 858.74 million Saudi riyals, will be factored into future Badan Pengelola Ibadah Haji (BPIH) fund requests, thus not increasing the overall financial burden.

The proposed funds are earmarked for essential services, including tent rentals in Arafah and Mina totaling 173.20 million riyals (around $808.3 million), and basic service packages and visa processing amounting to 685.53 million riyals (approximately $3.199 trillion).

The down payment will in principle be calculated as a deduction in the next Badan Pengelola Ibadah Haji (BPIH) fund request, so it does not increase the overall funding requirement.

This proactive financial commitment is driven by Saudi Arabia's strict timeline, which mandates all participating countries to finalize contractual transactions via the unified Nusuk Masar platform using digital wallets. The confirmation period for initial contract bookings to secure tent locations in Armuzna for the 1448 Hijriah season runs from July 15 to August 15, 2026.

Furthermore, early payment could grant Indonesia preferential access to more strategic tent placements should other nations delay their confirmations. The ministry also anticipates a substantial increase in Masyair costs due to the elimination of package D and its integration into the standard package C. New mandatory technical specifications for tents in Arafah and Mina are being implemented to enhance safety and comfort, including fire-resistant cement panel dividers, sofa beds, controlled air conditioning capacity, and sufficient electrical outlets.

To ensure the smooth implementation of the Hajj pilgrimage stages, we request the approval of Commission VIII of the House of Representatives so that the intended budget allocation can be facilitated by the Hajj Financial Management Agency (BPKH) through a down payment mechanism upon the BPIH fund request for the year 1448 Hijriah.
