Indonesia Recognizes Online Motorcycle Taxi Drivers as Micro Enterprises

Indonesian online motorcycle taxi drivers have officially gained recognition as micro, small, and medium enterprise (UMKM) actors, a move celebrated by lawmakers. The new regulation, Ministerial Regulation UMKM Number 3 of 2026, establishes transparency in costs, partnership rights, and obligations for digital platform and marketplace businesses.

Effective June 17, 2026, this policy unlocks access to various empowerment programs, financing, and social protection for the estimated 2.8 million two-wheeled ojol drivers across Indonesia. Gandung Pardiman, a member of Commission VII of the House of Representatives, lauded the swift action by the Minister of UMKM, Maman Abdurrahman. He emphasized that these drivers have long operated like UMKM but lacked official recognition, and now they have legal standing to access programs such as microcredit (KUR), training, and social security.

We appreciate the swift action of Mr. Minister Maman. For years, 2.8 million two-wheeled ojol drivers have worked like UMKM but were not recognized. With this status, the ojol friends now have a legal umbrella, can access KUR, training, and social security.

"This is not just a label. It is a state recognition that online motorcycle taxis are the backbone of micro logistics and mobility," Gandung stated. He further urged platform operators to facilitate the registration of business identification numbers (NIB) and social security (BPJS) for their partners. The data indicates that 42% of these drivers are in Jabodetabek, 18% in East Java, 11% in Central Java, and the remaining 29% are spread across other islands, contributing an estimated Rp72.4 trillion annually to the economy.

With UMKM status, drivers can access financing through KUR Mikro and LPDB-KUMKM revolving funds. They are also eligible for training in business digitalization, safe driving, and financial management, alongside access to social protection programs like BPJS Ketenagakerjaan and micro-insurance. The government is also preparing a Presidential Regulation to further solidify the status of ojol drivers as micro-entrepreneurs, viewing the ecosystem as comprising platform operators, drivers, sellers, and consumers.
