Indonesia Unifies Population Data Policies at National Coordination Meeting

Indonesia's Directorate General of Population and Civil Registration (Ditjen Dukcapil) convened a national coordination meeting in Jakarta from August 3-4, 2026, to align national policies regarding population data. The event also marked the release of the Clean Population Data (DKB) for the first semester of 2026. Minister of Home Affairs Tito Karnavian inaugurated the meeting, which centered on the theme "National Identity Number (NIK) and Digital Identity (IKD) as the Foundation of Digital Public Infrastructure in Supporting Government Digital Transformation."

The annual forum serves as a platform for the central government, regional governments, and state institutions to consolidate national policy directions. Digital identity is highlighted as a crucial component of Digital Public Infrastructure, enabling secure and efficient interconnection of government services. Strengthening NIK, IKD, and the quality of population data are considered essential prerequisites for accelerating the government's digital transformation. The commitment to digital identity is evident in the shift towards IKD-based registration, replacing manual processes.

The event included the presentation of the IKD Dukcapil Prima Award to regions demonstrating consistent efforts in expanding the use of digital identity. Speakers from various ministries and agencies addressed the future of population administration. The Ministry of National Development Planning/Bappenas emphasized the importance of population data for national development planning, while Ditjen Dukcapil detailed the transformation of population administration services, the use of NIK and IKD for digital social protection, data utilization in regions, strengthening field apparatus roles, and central-regional synergy.

Discussions also covered the national policy direction for Digital Public Infrastructure by the Head of the National Digital Transformation Acceleration Committee. The National Economic Council, Ministry of Social Affairs, and Ditjen Dukcapil explored the expansion of population data utilization in government digital transformation. The second day featured insights from the Ministry of Administrative and Bureaucratic Reform, Ministry of Finance, Ministry of National Development Planning/Bappenas, Ministry of Communication and Informatics, and the Central Statistics Agency on optimizing NIK and IKD from policy, fiscal, and national statistics perspectives.

The cross-ministerial involvement underscores that digital transformation based on population data is now a shared agenda, extending beyond the scope of a single agency. The forum also included a session for regions to share best practices in utilizing NIK and IKD for public services, featuring experiences from the Governor of DKI Jakarta and the Mayor of Surabaya.
