IPS Council Approves Digital Census for Retirees and Pensioners

The Administrative Council of Paraguay's Social Security Institute (IPS) has approved the upcoming implementation of a digital census for its retirees and pensioners. This initiative aims to modernize administrative processes, enhance payment transparency, and ensure compliance with current legal standards.

Vanessa Cubas, the manager of economic benefits at IPS, presented the plan, emphasizing its goal to update the database for the institute's 90,855 long-term beneficiaries. She stated that updating contact information, addresses, and family details will strengthen oversight and significantly reduce validation processing times. The census is expected to improve the accuracy and efficiency of the institute's operations.

The idea is to modernize administrative management, ensure transparency in payments, and comply with current legal regulations.

The implementation is scheduled in three stages: a pilot phase from August 24-28, a technical adjustment phase from August 31 to September 6, and a mass census for all beneficiaries from September 7 to December 7. Cubas clarified that this digital census is a separate process from the 'fe de vida' (proof of life) verification, which is solely for confirming beneficiaries are alive to receive their benefits. The census, conversely, fulfills a legal obligation to update personal data such as domicile, phone number, and marital status for record-keeping purposes.

Dr. Isaías Fretes, president of IPS, highlighted the project's development by the institute's own IT department as a notable "homemade production." He expressed strong support for the proposal, reiterating the institute's commitment to serving its insured members. The approval by the council paves the way for the census's future rollout.
