Iran war teaches importance of Gulf cooperation with Europe for maritime security, ISPI says

Recent maritime security challenges in the Red Sea and the Strait of Hormuz underscore the need for enhanced cooperation between Europe and Gulf nations, according to a new report by the Italian Institute for International Political Studies (ISPI) in partnership with the Gulf Research Center. The disruptions have had tangible consequences for Europe, including rising insurance premiums, increased shipping costs, and significant delays in cargo movements, highlighting the interconnectedness of global trade routes.

The report advocates for the creation of a permanent maritime coordination framework that would integrate naval forces, coast guards, port authorities, customs agencies, and commercial shipping operators. This framework aims to develop common protocols for risk prevention and disruption reduction, thereby ensuring the continuous flow of strategic goods even during periods of conflict or instability. Improved maritime domain awareness, faster information sharing, and strengthened counter-drone and counter-mine capabilities are key components of this proposed initiative.

Furthermore, ISPI calls for the establishment of a permanent ministerial-level forum between the European Union and the Gulf Cooperation Council (GCC). This forum would build upon existing dialogues by providing strategic direction, coordinating policies, and supporting joint planning for maritime security, air defense, and the protection of critical infrastructure. Expanding information-sharing by integrating maritime and air surveillance data, alongside regular joint exercises involving military and civilian personnel, is also recommended to bolster collective security.

The report also suggests practical defensive measures, such as exploring precautionary technologies like jamming and drone detection systems for large commercial vessels, including LNG tankers. These recommendations stem from the demonstrated impact of drone attacks in the region's ongoing conflict. By fostering closer collaboration and implementing these measures, the EU and GCC can work together to safeguard vital maritime trade routes and ensure greater stability in the global supply chain.
