Irish government to detail tax cut funds in Summer Economic Statement

The Irish government is preparing to unveil its Summer Economic Statement, signaling the start of the Budget 2027 process. The statement, due today, will detail the financial room available for tax cuts, estimated at approximately €1.5 billion. This figure is in addition to planned increases in capital and current spending, projected at around €7 billion.

The government's fiscal strategy has seen a VAT cut for the hospitality sector from 13.5% to 9% earlier this year. However, rising wages have led to more people paying higher taxes due to unadjusted tax bands, creating pressure for a personal tax package in the upcoming Budget. Adjusting tax bands for inflation alone could cost between €1.2 billion and €1.3 billion.

Tánaiste and Minister for Finance Simon Harris emphasized that rewarding work should be the priority for the Budget. Currently, the higher 40% tax rate applies to earnings above €44,000 for a single person. A €2,000 increase in this threshold could provide a €400 gain for individuals earning over €46,000.

The Summer Economic Statement will not include specific tax measures but is expected to show an increase in capital spending by about €1.2 billion next year. This aligns with the Medium Term Fiscal and Structural plan, which projects capital spending to rise from €19.1 billion this year to €20.3 billion in 2027. Minister for Public Expenditure and Reform Jack Chambers is anticipated to inform the Cabinet that this additional spending will focus on housing, roads, public transport, water, and energy infrastructure. The full Budget will be announced on October 6.
