Istanbul Bilgi University's operating license reinstated after initial revocation

Istanbul Bilgi University will continue its educational activities after a presidential decision to revoke its operating license was overturned. The university's license had been previously suspended following the appointment of a trustee to its founding foundation.

The initial decision, signed by President Recep Tayyip Erdoğan, had led to significant protests on campus and widespread public reaction. However, a new presidential decree published in the Official Gazette has now rescinded the earlier order, effectively canceling the process to close the university.

The new decree states: "Upon the written request of the Council of Higher Education, it has been decided to repeal Presidential Decision No. 11384 dated 21/5/2026, concerning the revocation of the operating license of Istanbul Bilgi University, to which a trustee was appointed to its founding foundation, in accordance with Article Ek 11 of Law No. 2547 on Higher Education."

The situation began in late 2025 when authorities launched an operation against Can Holding, the parent organization of Istanbul Bilgi University. The investigation focused on allegations including "forming a criminal organization," "money laundering," and "fraud." Consequently, 121 companies belonging to the holding were seized by the Savings Deposit Insurance Fund (TMSF). Subsequently, a court ordered the removal of the foundation's board of trustees and appointed an interim management team to oversee the university.
