Japan Joins Horizon Europe Research Program

Japan has officially become a participant in the EU's Horizon Europe research program, solidifying a partnership aimed at advancing scientific discovery and technological innovation. This association marks a significant milestone, integrating Japan into the EU's largest research network.

The agreement, finalized in December 2025, allows Japanese researchers to engage in collaborative projects. This move is particularly strategic for the EU as it seeks to bolster its supply chains in crucial sectors such as semiconductors, quantum technology, and digital infrastructure. Japan's extensive expertise and production capabilities in these fields, especially in quantum computing where a collaboration has been ongoing since 2023, make it an invaluable partner.

Horizon Europe, operating with a substantial budget of 93.5 billion euros for the 2021-2027 period, serves as the EU's most extensive research and innovation initiative. The program's core objective is to consolidate knowledge from participating nations and researchers worldwide to enhance the EU's global competitiveness. With Japan's accession, the program now includes 23 associated states, with Japan being the most populous among them.
