Karachi DHA scuffle: Inquiry finds FIR allegations unsubstantiated

A police inquiry into a scuffle at an apartment building in Karachi’s Defence Housing Authority Phase 6 has rejected the allegations recorded in the original FIR and recommended departmental action against officers involved in the incident.

The confrontation drew widespread attention after CCTV footage circulated on social media. The footage showed police restraining a woman while another woman attacked her with a dumbbell. Despite that, police registered the FIR against the assaulted woman and her brother, prompting authorities to order an inquiry.

South Deputy Inspector General Syed Asad Raza submitted the report to the Karachi police additional inspector general. Investigators reviewed documentary and electronic records, CCTV and mobile-phone footage, and statements from 13 people. The report said the incident began with a parking dispute involving the mother-in-law of Korangi Senior Superintendent of Police Fida Hussain Janwari and another resident.

The report identified the officers seen in the footage as constables Saqib and Haider Sultan. It said Constable Taimoor Ahmed, who was in plain clothes, destroyed the CCTV camera, while Constable Amir Sohail handed over his weapon for that purpose. All four officers, according to the report, had been assigned to duty at the Korangi SSP’s private bungalow.

The inquiry recommended registering an FIR against the SSP’s mother-in-law, her daughter and her son, as well as the police officials present during the incident. It said the assaulted family should be encouraged to pursue legal action at its own discretion. The report also criticized Darakshan Station House Officer Rashid Ali, Assistant Sub-Inspector Aftab Mangi and investigating officer SIP Imran, saying the arrests lacked sufficient evidence and that the investigation made no serious effort to gather evidence.
