Kathmandu municipalities cap private school fees

In a significant move to curb the often-unregulated fee hikes in private education, three municipalities within the Kathmandu Valley—Budhanilkantha, Nagarjun, and Kirtipur—have collaboratively established clear fee structures for private schools. This initiative aims to bring much-needed uniformity and transparency to the sector, ensuring that parents are not subjected to arbitrary charges. By categorizing schools into 'A', 'B', and 'C' groups (with Kirtipur introducing an additional 'D' category), the local governments are creating a framework for standardized fee ceilings.

Mayor Mitharam Adhikari of Budhanilkantha Municipality articulated the core objective: to instill uniformity and transparency in private school fees. The new regulations dictate monthly fee ranges from Rs2,400 for early childhood development classes to a maximum of Rs7,755 for Grade 10, depending on the school's category. This detailed breakdown, published on official websites, empowers parents with clear information and sets expectations for educational costs.

The fee ceilings are grounded in the Institutional (Private) School Fee Determination Standards Guidelines from 2015, issued by the Ministry of Education. These guidelines provide a basis for school classification and limit fee collection across various headings, including tuition, admission, and transport. Crucially, admission fees are capped at one month's tuition, and annual fees at two months', preventing excessive upfront charges. This regulatory effort by the municipalities demonstrates a commitment to making private education more accessible and accountable to the public, a concern that resonates deeply with families across the valley.
