Kazakhstan Health Ministry Proposes Insurance Payments to Protect Doctors From Attacks

Kazakhstan’s Ministry of Healthcare has proposed new insurance rules that would provide compensation to medical workers injured or killed while performing their professional duties, including in violent attacks.

The draft order would introduce a standard coinsurance agreement covering healthcare workers’ life and health while they are on duty. It would also expand professional liability insurance beyond practicing physicians to include interns and residents during their training.

The ministry says the changes would strengthen medical workers’ social and legal protection while improving safeguards for patients. The draft proposes changes to how insurance payments are made and how healthcare organizations, medical workers, patients and the administrator of the unified insurance and reinsurance pool interact.

“The goal of the project is to create a comprehensive system of insurance protection for patients, medical organizations, and healthcare workers,” the document states. Its authors say the rules should improve professional liability insurance and ensure patients receive insurance payments when medical activity harms their life or health.

Public discussion of the draft is scheduled to continue until September 16, 2026.
