Kazakhstan official: Accountability for online 'hype' acts serves as a lesson

Yerlan Karin, commenting on the Ministry of Internal Affairs' crackdown on online misconduct, stressed the need for a new public ethic in Kazakhstan.

Karin stated on Facebook that societal conflicts often stem from a lack of behavioral culture, poor upbringing, and disregard for decency. He believes developing personal culture, encompassing respect for others, conscientiousness, law compliance, and maintaining public order, is crucial for preventing conflicts. This, he argued, is a significant state task.

He emphasized that lasting change requires consistent, practical measures rather than mere slogans or ideological campaigns. Karin pointed to systemic measures already underway in Kazakhstan, initiated by President Kassym-Jomart Tokayev. These include the "Adal Azamat" educational program in schools, a law against vandalism, strengthened environmental protections, rules for face coverings in public, a ban on public obscenity, stricter traffic regulations, and liability for online defamation.

Karin specifically noted the effectiveness of legal tools in shaping public ethics. He cited the Ministry of Internal Affairs' proactive approach in holding social media users accountable for provocative acts and dangerous pranks performed for "hype." Karin views this practice as a valuable lesson for potential offenders.

This commentary follows the arrest of several Kazakhstani streamers and bloggers for videos involving staged kidnappings, pranks, and obscene language. The Ministry of Internal Affairs has pledged to continue identifying such content and addressing user complaints.
