Kazakhstan president proposes 'freeze' on Ukraine conflict to Putin

Kazakhstan's President Kassym-Jomart Tokayev has proposed a strategic pause in the Ukraine conflict, suggesting a "freeze" with the backing of global powers. Speaking at the 22nd Forum of Interregional Cooperation between Russia and Kazakhstan in Omsk, Tokayev described the conflict's nature as "not entirely clear to many, including us." He advocated for a return to what he termed the "Istanbul Formula 2.0," a framework where significant progress was reportedly achieved, emphasizing the need for guarantees from major powers, including Russia.

My humble opinion is that, perhaps, it is time to freeze this conflict and return to the Istanbul Formula 2.0. Significant progress has already been achieved there. Naturally, under the guarantees of the great powers, including Russia. And then we can move forward toward long-awaited peace...

Tokayev voiced deep concern over the ongoing bloodshed, calling it "tragic" that young people, the "gene pool of the brotherly peoples of Russia and Ukraine," are dying. He believes the continuation of hostilities serves the interests of those who oppose both Russia and Ukraine. Citing the conflict between Azerbaijan and Armenia as a comparison, Tokayev noted that while its origins were historically clear, the situation in Ukraine is considerably more complex.

It is tragic that young people are dying. They are the gene pool of the brotherly peoples of Russia and Ukraine. And all of this must be stopped, because what is happening, in my convinced opinion, plays into the hands and delights of the adversaries of both Russia and the Ukrainian state.

In response, Kremlin spokesman Dmitry Peskov informed reporters that Russian President Vladimir Putin had provided Tokayev with a detailed briefing on the "special military operation." Peskov stated that a "freeze" is not feasible due to Kyiv's current position. However, he added that Ukraine possesses the ability to conclude the conflict "by the end of the day" if its leadership makes the "appropriate decisions."
