Kazakhstan's AI Strategy Aims for Economic Growth and Smarter Governance

Kazakhstan is embarking on a comprehensive AI-driven transformation of its economy and public services, guided by a government action plan extending to 2029. Prime Minister Olzhas Bektenov approved the plan on August 26, aligning with the national Digital Qazaqstan Strategy. The initiative seeks to establish integrated digital systems across entire sectors, embedding AI and real-time data into decision-making processes for both government agencies and businesses.

The education sector is a focal point, with the AI-Sana program aiming to equip at least 80% of graduates with basic AI skills by 2029. The plan also includes advanced AI training for students and professional development for teachers, alongside integrating AI technologies into university curricula by 2028 to meet economic demands. This reflects a broader policy shift, moving AI from a niche technology issue to a foundational element across various government functions.

Healthcare digitalization will prioritize a unified data management system and expand remote access to services. By 2029, the government aims to increase the use of medical self-service platforms, connect more healthcare organizations to a digital environment with real-time data exchange, and enhance AI's role in clinical decision-making. Similarly, public services and social support will be streamlined through proactive services and automated processes, targeting a 50% reduction in service delivery time by 2029.

Digitalization is also framed as a key driver for improving productivity and resilience in critical economic sectors. In the fuel and energy industry, the strategy mandates connecting at least 70% of assets to digital systems. The overarching goal is to leverage AI and digital technologies to foster economic growth and modernize governance, making services more efficient and accessible for citizens and businesses alike.
