Khanh Hoa Province Unifies House Property Fee Calculation Rules

Khanh Hoa province has officially implemented new regulations for calculating property registration fees on houses, aiming to standardize the process across the newly merged provincial area. The decision, effective from August 12, applies to all individuals and entities liable for these fees, as well as tax authorities and related organizations.

The core of the regulation lies in how the taxable value of a house is determined. It is calculated by multiplying the area subject to the fee by the price per square meter of the house and a percentage reflecting its remaining quality. The area includes all floor space and attached auxiliary structures legally owned by the individual or entity.

A key aspect of the new rules is the unified depreciation rate applied to different housing classes throughout the province. For villas and Class I houses, the annual depreciation rate is 1.25%. Class II houses depreciate at 2% per year, Class III houses at 4% per year, and Class IV houses at 6.67% per year. The classification of a house is based on construction laws applicable at the time of fee declaration.

The duration of use is calculated from the completion date of construction or when the house was put into use until the fee declaration date. If the construction completion date cannot be verified, the purchase date or the date the ownership certificate was issued will be used. Partial months are rounded up if they are 15 days or more. This unified approach replaces previous separate regulations from the former Khanh Hoa province and Ninh Thuan province, ensuring consistent fee calculation across the entire new Khanh Hoa province.
