Kuwait's Postal Sector Tender Canceled Over Non-Conforming Bids

Kuwait's postal sector has faced a setback after the Central Agency for Public Tenders (CAPT) approved the cancellation of a tender for consultancy studies concerning the Kuwait Post Company project. The decision, made during CAPT's board meeting last Wednesday, followed a request from the Ministry of Communications.

According to Clause Three of Article 55 of Law No. 49/2016, the tender could be canceled if none of the submitted bids fully met the stipulated conditions. The Ministry of Communications cited this reason for its request, leading to the cancellation of the project that was intended to modernize and improve the postal services.

The comprehensive project, as outlined by the Kuwait Authority for Partnership Projects (KAPP), encompassed the design, financing, construction, management, operation, maintenance, and development of Kuwait's postal sector. Key objectives included reducing operational losses exacerbated by digital transformation, ensuring compliance with Universal Postal Union standards, upgrading service centers, and enhancing service quality for the public while aiming to increase revenues.
