Kyrgyzstan eyes turning state 'Eco Operator' into paid expert center

Kyrgyzstan is considering a significant expansion of the state enterprise 'Eco Operator,' proposing to grant it the authority to offer a range of paid expert services. The draft amendments to the company's charter, now open for public discussion, would empower 'Eco Operator' to provide paid consulting, expert analysis, scientific-technical research, and methodological services.

Under the proposed changes, the enterprise could also prepare and analyze environmental documentation, conducting technical assessments and issuing reports. These services would be voluntary, meaning companies and citizens could utilize them before submitting documents to state authorities, but it would not be a mandatory step in environmental procedures. 'Eco Operator' would be able to set its own prices for services offered on a competitive and contractual basis, determined by economically justified costs.

Beyond expert services, the enterprise is slated to play a role in various environmental, infrastructural, digital, scientific, and tourism projects. This could include developing information systems, maintaining registries, organizing conferences, and fostering recreational and ecological tourism. The use of waste recycling fees would remain strictly for their intended purpose: producer responsibility and waste processing. Revenue from paid services would be accounted for separately. The proposal also stipulates that the enterprise will hold property under the right of economic management, with restrictions on selling, leasing, or pledging real estate without founder approval.
