Kyrgyzstan Lawmakers Propose Issyk-Kul Development Bill Balancing Tourism and Ecology

Lawmakers in Kyrgyzstan are seeking to balance economic development with environmental protection in the tourism-heavy Issyk-Kul region. A proposed bill aims to create legal conditions for developing crucial infrastructure, including piers, marinas, shipyards, and floating platforms. This initiative is designed to enhance the attractiveness of Lake Issyk-Kul for both domestic and international tourists, stimulate private investment, generate employment, and support small and medium-sized businesses.

The project also focuses on fostering the growth of yachting, recreational boating, and water sports. By enabling the construction and servicing of vessels and establishing facilities like dry docks and hangars, developers envision Issyk-Kul becoming a prominent sports and tourism destination. The bill includes provisions for regulating the use of personal watercraft, designating specific zones for their operation, and separating them from swimming areas.

Furthermore, the proposal tackles sanitary concerns arising from increased tourism. It suggests allowing public toilets within 100 meters of the water's edge, provided they have wastewater collection and treatment systems. A core principle of the bill is the strict prohibition of untreated wastewater discharge into the lake, soil, or groundwater, underscoring a commitment to safeguarding the region's delicate ecosystem.
