Kyrgyzstan: Personnel Changes from August 31 to September 4

Kyrgyzstan carried out several personnel changes during the week, including a leadership change at the State Committee for National Security. Maksat Asanaliev became the committee’s chairman after the Jogorku Kenesh unanimously agreed to release him as prosecutor general and appoint him to the new post. President Sadyr Japarov later signed the corresponding decree.

Asanaliev had served as acting head of the committee since July. Born on March 24, 1978, he began his career in the national security agencies and worked as an investigator in the committee’s investigative directorate and its Issyk-Kul regional department. From 2004 to 2010, he handled major cases in the committee’s investigative directorate.

He later moved through several positions in the Prosecutor General’s Office, including investigative and senior investigative roles, and headed a department responsible for internal investigations. He served as prosecutor of Bishkek’s Pervomaisky district in 2018 and 2019, later became prosecutor of Osh region in 2022, and was appointed prosecutor general in June 2024. He studied law at Kyrgyz National University.

The Jogorku Kenesh administration also changed leadership. Chingiz Kaziev became deputy head, while Ven era Kulataeva, who previously held that position, became first deputy head. Narynbek Kubatbek uulu, the former first deputy head, became deputy minister of science.

Kyrgyzstan also replaced its ambassadors to South Korea and Tajikistan. Aida Ismailova, who had led the mission in South Korea since February 2022, left the post, and Melis Mammadaliyev became ambassador. Mammadaliyev previously directed the Foreign Ministry’s department for international organizations and security. Nazarali Aripov was appointed ambassador to Tajikistan, replacing Erlan Abdyldaev, who moved to the ambassadorial post in Hungary in July 2026.
