Lam Dong Tackles 'Bottleneck' of Overlapping Zoning With New Plans

Lam Dong province is undertaking an urgent review of outdated zoning regulations to establish new, comprehensive master and detailed plans for the period 2021-2030, with a vision extending to 2050.

Provincial leaders emphasized that the new zoning framework must align with the recently announced provincial plan, ensuring a long-term legal basis to address decades-old issues. The goal is to untangle overlapping regulations, attract crucial investment, alleviate difficulties for residents, and enhance urban management efficiency.

For years, conflicting zoning regulations have been identified as a major impediment to Lam Dong's socio-economic development. The problem is particularly acute, with some land parcels falling under three or even four different zoning designations simultaneously – classified as forestry land, designated for urban or eco-tourism development, and simultaneously located within areas marked for mineral exploration or transport infrastructure.

This regulatory overlap has stalled numerous investment projects, prolonged infrastructure development, and created significant hurdles for citizens seeking building permits, land-use conversion, or exercising their property rights. In the central Da Lat city's five wards, many residential areas with long-standing stable use have been designated in old plans as parkland or forestry zones, causing confusion for authorities and lengthy delays for residents unable to build or renovate homes.

Provincial Vice Chairman Nguyen Hong Hai stressed that the new zoning plans for the five wards adjacent to Da Lat must have a long-term vision and strictly adhere to the newly approved provincial plan, while decisively resolving past planning deficiencies. Local authorities are actively updating land use, population, technical infrastructure, ongoing projects, and the shortcomings of previous plans to create a more realistic and effective new zoning strategy.
