Lithuania Will Not Reach 2030 Forest Cover Target, Audit Office Warns

Lithuania is unlikely to achieve its goal of 35% forest cover by 2030, with current projections indicating the target will be met around 2047, according to a report by the State Audit Office.

As of 2025, forests covered 33.91% of Lithuania's territory. However, the expansion of forest areas is being hampered by a scarcity of suitable land and a lack of available state-owned plots. The audit office also noted a decrease in activity among private landowners regarding forestation efforts.

The report emphasizes the need to increase forest area while simultaneously enhancing their resilience to climate change. Protecting plant and animal diversity is also highlighted as a critical concern. Lithuania's forests largely consist of trees of similar age and composition, making them more vulnerable to climate change impacts, diseases, and pests. The condition of habitats for most forest flora and fauna is described as unfavorable and deteriorating.

The State Audit Office is calling for accelerated efforts to increase forest cover and cultivate more resilient forests. They also urge better protection of biodiversity. The office will commence a review this year to assess whether current measures are effectively improving forest conditions and their resistance to climate change.
