Lithuanian corruption watchdog flagged Vilnius housing risks last year

Lithuania's corruption prevention agency, STT, flagged risks in Vilnius city housing management processes as early as 2025. The agency's analysis revealed that decision-making commissions within "Vilniaus miesto būstas" may have been composed of employees in direct reporting lines. This structure, STT stated, could undermine the independence of decisions and create conditions for insufficient transparency.

STT noted that following its 2025 analysis, the company had largely implemented the agency's recommendations. However, the agency clarified that the processes for repairing social housing were not evaluated at that time. Currently, STT and the Financial Crimes Investigation Service (FNTT) have not received any official complaints related to the recent public discussions surrounding the company.

Despite the lack of formal complaints, STT emphasized its ongoing monitoring of public information, analyzing it and taking action as per its authority. Meanwhile, a Vilnius city council member, Povilas Pinelis, announced that official requests to STT, FNTT, and the State Tax Inspectorate (VMI) were being finalized. These requests aim to initiate pre-trial investigations into potential offenses like fraudulent accounting and abuse of power, and to request tax audits for both companies involved.

Furthermore, Pinelis intends to propose an independent audit of "Vilniaus miesto būstas" at the upcoming Vilnius City Council meeting on August 26. He stressed that controlling municipal companies is an exclusive municipal function. The company "Glaskek LT," which reportedly performed repairs on social housing, has denied allegations of non-transparent or substandard work, calling the information presented in a "Laisvės TV" report one-sided.
