Luisa Alcalde outlines Morena’s priority bills on dual nationality, anti-corruption and IMSS-Bienestar

Mexico’s presidential legal adviser, Luisa María Alcalde, has given Morena lawmakers a list of bills the ruling party should prioritize in the final year of the legislature.

The proposals include a constitutional change on dual nationality, a new General Anti-Corruption Law and legislation to strengthen IMSS-Bienestar. Alcalde told Morena’s federal deputies that Congress has approved 100 initiatives from President Claudia Sheinbaum’s administration in two years, including 27 constitutional reforms and 73 changes to secondary laws.

The dual-nationality initiative would clarify restrictions on holding public office. Alcalde said the Constitution requires certain officeholders to be Mexican by birth and reserves those positions for people who have not acquired another nationality. She said differing interpretations had allowed governors with dual nationality to serve.

This already appears in our Constitution, but as you know, it has led to different interpretations, which is why we have had governors with dual nationality, because this article has been interpreted broadly.

Under the proposed reform, people with dual nationality would have to renounce their second nationality and retain only Mexican nationality before registering as candidates for the presidency or a governorship with the National Electoral Institute.

The anti-corruption bill would seek to give the federal government more effective technological tools to track public spending and government contracting in near real time. Alcalde also called for priority treatment of the IMSS-Bienestar law, which currently operates under a decree in 24 states. A permanent legal framework would establish its operating rules, powers and budgets.
