Malaysia, Thailand to review 2003 labor cooperation agreement

Malaysia and Thailand have reached a principal agreement to revise their 2003 Memorandum of Understanding (MoU) on Labor Cooperation. This move aims to establish a more contemporary agreement that reflects current economic demands and enhances the welfare of workers.

The decision was made during a high-level bilateral meeting between Malaysia's Human Resources Minister, Datuk Seri R. Ramanan, and Thailand's Minister of Labour, Julapun Amornvivat, in Bangkok. The review is intended to create an agreement that better meets present economic needs, elevates worker welfare standards, and simplifies the recruitment mechanism for Thai workers in Malaysia, ensuring a smoother process.

Both ministers committed to strengthening bilateral relations to address shared labor challenges and improve labor mobility between the two countries. They have authorized working-level officials from their respective human resources ministries to convene technical meetings to negotiate specific clauses and finalize a new MoU. Additionally, the discussions included enhancing cooperation in Technical and Vocational Education and Training (TVET), recognizing its importance in developing a skilled and adaptable workforce for future needs in both nations.

Malaysia and Thailand identified potential areas for expanding TVET collaboration, such as student and instructor exchange programs, industrial training, and upskilling initiatives, particularly in emerging fields like digital TVET and cybersecurity. Both parties expressed commitment to exploring these avenues to bolster industry-relevant skills, improve workforce employability, and support broader skill and labor mobility. Minister Ramanan emphasized aligning bilateral labor frameworks with current industry requirements and international protection standards for mutual economic benefit, while Minister Amornvivat reaffirmed Thailand's dedication to close collaboration for secure, transparent, efficient, and fair migration pathways.
