Map of Montevideo's criminal groups: clans, alliances, and police investigations

Investigators in Montevideo are navigating a complex and constantly shifting landscape of criminal organizations, piecing together a map of family clans, drug-focused groups, shifting alliances, and gangs operating with imprisoned leaders. While some groups have a long history of activity, others have emerged more recently, forcing conflicts and businesses into new territories.

A 2023 police report identified at least 49 active gangs in Montevideo and its metropolitan area, with a gang defined as a group controlling a minimum of three drug sales points. While there is no updated public figure, the criminal underworld remains a significant concern.

The most visible conflict is occurring in Cerro Norte, where "Los Colorados" are engaged in a struggle with a coalition involving "Los Suárez," led by Luis "Betito" Suárez, individuals connected to his brother "Ricardito" Cáceres, and the "Fernández Albín" organization. Police assess that the arrests of key figures have reduced the intensity of clashes but have not dismantled the structures, leaving room for potential reorganization.

Separately, the "Chineppe" clan, with a history of drug trafficking, homicides, and attacks in the Cerro and La Paloma areas, remains active despite reported assaults and murders targeting family members. In Santa Catalina, the "Morotto" group is under investigation, particularly after Kevin Morotto, a 27-year-old with prior convictions, was shot shortly after his release from jail. Police suspect a recent double homicide in the Independencia neighborhood is linked to the attack on Morotto.

In Casabó, "Los Calidad" operates in alliance with "Los Colorados." Recent police observations indicate attempts by members to reclaim sales territories. Additionally, an independent cell, whose composition is not yet judicially defined, has been identified.
