El País was founded on September 14, 1918, by Leonel Aguirre, Eduardo Rodríguez Larreta, and Washington Beltrán Barbat. It is currently owned by El País S.A. and was historically associated with the National Party (Partido Nacional). In 1962, some shareholders of El País formed a group that created and managed the television network Teledoce.

Media Bias/Fact Check and Ground News rate 'El País' (referring to the international outlet, often associated with the Spanish newspaper) as Left-Center biased with high to very high factual reporting. However, El País of Uruguay, according to its Wikipedia entry and its editorial content, aligns with a center-right or conservative liberal political ideology. Its editorials often express criticism of left-leaning policies and parties in Uruguay. While Uruguay generally enjoys strong press freedoms, Reporters Without Borders noted a decline in its press freedom index ranking in 2022, citing political pressure, threats, and judicial pressure against journalists. Freedom House also reports increasing pressure on journalists through civil lawsuits and threats, and a 2024 law increasing media license concentration has raised concerns.
