Mexico’s Senate and Lower House Choose Leaders for Final Legislative Year

Mexico’s Congress has selected new leaders for the final year of the LXVI Legislature, placing Morena senator Higinio Martínez at the head of the Senate and Green Party lawmaker Raúl Bolaños-Cacho Cué in charge of the Chamber of Deputies.

Martínez, who represents the State of Mexico, won 116 votes among the 117 senators present. He will replace Laura Itzel Castillo, who is leaving the Senate to become federal secretary for women. Morena lawmakers had already chosen Martínez unanimously after Óscar Cantón and Manuel Huerta withdrew from the contest.

Before his ratification, Martínez said he would follow the legal framework and treat the governing party and opposition fairly. He also said he would use congressional rules to prevent political disagreements from turning into confrontations during a year leading to the 2027 electoral process.

The Senate’s new board includes Morena’s Verónica Camino, opposition PAN member Mauricio Vila and Green Party senator Jorge Carlos Ramírez Marín as vice presidents, alongside eight secretaries distributed among the political forces. In the lower house, Bolaños-Cacho replaced PAN lawmaker Kenia López Rabadán after winning 432 votes, with one lawmaker opposed and 10 abstaining.

Bolaños-Cacho promised to conduct proceedings with “neutrality, firmness and impartiality,” without privileges or exclusions, and to ensure that all voices could be heard. His selection follows the rotation system set out in Congress’s organic law. Morena led the lower-house board in the first year of the legislature, while the PAN held it in the second.
