Military expert disputes minister's interpretation of downed drones in Romania

Romania's interim Foreign Affairs Minister, Oana Țoiu, has characterized two recent drone incidents over Romanian territory within a 48-hour period as indicative of a "pattern" rather than isolated occurrences. She asserted that the authorities' response has been firm and consistent.

For the second time in two days, a Romanian F-16 pilot has shot down a drone that violated our national airspace. This morning, the drone was intercepted and destroyed in the Danube Delta area, about 10 km west of Sfântu Gheorghe.

Țoiu stated on the platform X that a Romanian F-16 pilot downed a drone approximately 10 kilometers west of Sfântu Gheorghe in the Danube Delta on a recent morning. This followed a previous incident where a drone was intercepted and destroyed near Padina. The General Prosecutor's Office confirmed the drone downed near Padina was a Shahed model, the same type Russia frequently deploys against Ukraine.

We now know more about Friday's interception as well: the General Prosecutor's Office confirmed that the drone shot down near Padina was of the Shahed type, the same type that Russia launches night after night against Ukraine. I do not know the basis for Ms. Oana Țoiu's claims when she suggests the attacks were intentional, but, to my knowledge in the military field, this is not the case. Currently, we are discussing incidents such as airspace violations, phenomena that can occur even in peacetime, for various reasons, from simple technical malfunctions to the intention of testing the radar's observation and reaction capacity or verifying how Romania counters an air incursion.

However, military security policy expert Hari Bucur-Marcu has challenged the minister's interpretation. He questioned the basis for her claims of intentionality, stating that, to his knowledge, there is no evidence of a deliberate incursion. Bucur-Marcu suggested that airspace violations can occur even during peacetime due to various factors, such as technical malfunctions or attempts to test radar detection and response capabilities. He argued that the situation does not constitute an attack or pre-aggression, differentiating it from Russia's military build-up before its full-scale invasion of Ukraine.
