Chiayi County Councilor Huang Chi-hao has detailed his extensive service record over the past four years, reporting over 12,000 service trips, more than 2,000 constituent cases handled, and NT$220 million secured for public construction projects. Huang, who was elected to the second constituency of Chiayi County with the highest vote count in his first bid for the position, highlighted the resolution of a long-standing flooding problem in Minxiong Township's Jiangcuodian as a key accomplishment.

Young farmer Xu Xianzhang, a beneficiary of the flood mitigation efforts, expressed gratitude at Huang's press conference. Xu stated that Huang's team took three years to solve a problem that had plagued the area for over three decades, contrasting this with other politicians who are visible before elections but absent afterward. Huang, a graduate of National Taiwan University's Department of Political Science, operates with his father, former Chiayi County Council Secretary Huang Shang-wen, under the principle of "one person elected, the whole family serves."

The flooding issue at the intersection of Wenhua Road and County Highway 166 in Jiangcuodian had been a persistent problem for residents. Huang recalled that during his election campaign, a resident mentioned the decades-long flood issue, remarking on the common phenomenon of politicians being unreachable after being elected. This comment resonated with Huang and his father. After taking office, during a severe storm, Huang Shang-wen visited the site in the rain. They identified issues with siltation and water flow, leading them to hire workers to clear the culverts. Overcoming numerous obstacles and with the support of a company providing acid- and alkali-resistant pipes, they implemented a flood diversion strategy to resolve the waterlogging.
