Morena proposes renewal of Mexico City Congress regulations, reducing articles

Víctor Hugo Lobo Rodríguez, a local deputy from the Morena party, has introduced a proposal to overhaul the internal regulations of the Mexico City Congress. The current rulebook, established in May 2018, comprises 527 articles and is deemed by Lobo Rodríguez to be misaligned with the operational realities of the capital's legislature.

The deputy argued that the nearly decade-old regulations no longer reflect the current parliamentary landscape. He stated that accumulated parliamentary experience has revealed areas for improvement, inconsistencies, and outdated provisions. Lobo Rodríguez believes a comprehensive revision is necessary to create a clearer, more systematic, and functional rulebook that aligns with the evolving institutional framework of the Congress.

With the passage of time, the accumulated parliamentary experience by the various Legislatures has allowed the identification of new areas of opportunity, inconsistencies, duplicities, and provisions that require updating or rethinking.

He highlighted that the existing regulations were drafted under a previous legal structure, the Federal District Legislative Assembly, which had limited powers. The proposed initiative aims to create a modern normative framework that better suits the constitutional nature and functional complexity of the Congress. The new regulations would consist of 351 articles and 14 transitional provisions, streamlining procedures and enhancing legal certainty within the legislative body.
