Moroccan health union urges swift release of promotion results amid transition chaos

An independent health union has called on the Minister of Health and Social Protection to swiftly release the results of "promotion by selection" for all administrative, technical, and health assistant staff. The union also seeks clarification on the financial entitlements linked to these promotions, particularly in regions where territorial health groups have been established.

The Independent Union of Administrative, Technical Staff, and Health Assistants expressed strong criticism regarding the "significant and unexplained delay" in announcing the promotion results for the years 2024 and 2025. This delay has reportedly caused "deep dissatisfaction and tension," especially during the sensitive transitional period of implementing territorial health groups.

Ahmed Chennaoui, the national secretary of the union, described the management of promotion results as "improvisational." He noted that while results for 2024 were announced for some professional categories, others, including engineers, were excluded. Furthermore, the results for 2025 for all represented categories have yet to be published.

This situation has caused deep dissatisfaction and tension, especially during a sensitive transitional period towards the implementation of territorial health groups.

Chennaoui explained that the official launch of territorial health groups in regions like Rabat-Salé-Kénitra and Souss-Massa complicates matters further for staff awaiting their promotion results and related administrative and financial settlements. He questioned why these staff members' situations were not resolved before their transfer to the new health groups, unlike other categories such as nurses.

The union highlighted that the Ministry of Health had previously promised to settle these administrative situations before the territorial health groups became operational, specifically by April. The current situation, Chennaoui stated, makes health sector reform appear "improvisational and threatened with delays for years to come."
