Morocco moves to establish independent agency for meteorology and climate with broad powers

Morocco is set to create an independent Moroccan Agency for Meteorology and Climate, granting it extensive authority. This new public institution will transition from its current administrative status within the Ministry of Equipment and Water to a financially independent body. The agency is designated as the official source for all meteorological and climate information, with legal penalties established to protect the integrity of this data. The government approved the draft law, aiming to elevate the nation's weather and climate services to a new level of professionalism and reliability. This reform addresses challenges faced by the current Directorate General of Meteorology, including difficulties in diversifying and improving services, limited funding, and a lack of direct access to international financial contributions. Reports from the Supreme Council of Accounts and the Inspectorate General of Finance highlighted these shortcomings in previous years. The agency will be responsible for developing an integrated national system for weather observation, processing, and forecasting. It will also exclusively issue public weather forecasts and warnings, and facilitate international data exchange. Furthermore, it will provide contracted meteorological information to government sectors, public institutions, and private entities, and offer technical support. The agency's mandate also includes providing observational data for managing natural disaster risks, supporting national defense needs, and offering specialized services for air and maritime navigation. It will also contribute to artificial rain enhancement activities in coordination with relevant authorities.
