NATO procurement agency to improve controls after 2025 irregularities

The NATO Support and Procurement Agency (NSPA) has pledged to strengthen its oversight and control mechanisms in response to alleged corruption and fraud cases that surfaced last year. The agency, based in Luxembourg and responsible for acquiring military equipment for NATO member states, stated in its 2025 annual report that it made "significant progress" in its anti-fraud efforts.

These advancements were attributed to various police operations initiated by NATO allies, stemming from the NSPA's internal investigative capabilities. Recognizing the substantial increase in defense acquisitions managed by the NSPA and the heightened responsibility to protect member states' interests, the agency plans to launch initiatives aimed at raising staff awareness, improving detection methods, and deterring malicious actors.

Media reports from outlets like Belgian newspaper Le Soir and the platform Follow the Money highlighted alleged corruption or fraud within the NSPA in 2025. These reports pointed to the potential sharing of privileged information regarding NSPA tenders with arms and ammunition suppliers. In response, NATO Secretary General Jens Stoltenberg has consistently emphasized the organization's "zero tolerance for fraud or corruption."

In May 2025, Stoltenberg granted a request from the Belgian federal prosecutor to lift the functional immunity of three NSPA staff members. Concurrently, a joint investigative task force was established between NATO headquarters and NSPA personnel to bolster the capacity to investigate potential fraud and corruption by agency staff or contractors. The Luxembourg prosecutor's office also conducted searches in May 2025 as part of an operation addressing a case involving current and former agency officials.

Despite these issues, NSPA General Manager Stacy A. Cummings, who is set to leave her post this summer, reported that the agency's annual turnover reached approximately 10 billion euros in 2025. This figure surpassed client forecasts by 57%. Furthermore, the total maximum value of framework agreements with industry reached a record high of 70 billion euros during the year.
