Nigeria Works Minister Demands Stronger Road Project Oversight

Nigeria's Minister of Works, Senator David Umahi, has issued a strong directive to Federal Controllers of Works across all 36 states and the Federal Capital Territory, demanding intensified supervision of federal road and bridge projects. The minister stressed that their role extends beyond administrative duties, requiring them to act as the ministry's representatives at the sub-national level and take greater ownership of projects under their purview.

Umahi also called for improved stakeholder engagement and public communication. He urged controllers to foster stronger working relationships with state governments, contractors, traditional institutions, community groups, and the media. Effective communication, he stated, is crucial for keeping Nigerians informed about the progress and benefits of infrastructure projects, ensuring road users and citizens have access to clear and accurate information.

Emphasizing quality and timely delivery, the minister instructed controllers to be physically present at project sites, identify challenges early, and ensure contractors adhere strictly to approved specifications and contractual obligations. "Go hard on the contractors. Go straight to the site, not sit in the office. The sites need your extra attention to ensure quality and timely delivery," Umahi declared.

Furthermore, the minister advised controllers to proactively resolve technical and construction-related issues within contract provisions. He warned against abusing Bill of Quantities (BOQ) and contingency clauses for unnecessary work or expenditure, stressing that any adjustments must be technically justified, documented, and approved to ensure value for money. Umahi also highlighted the importance of timely decision-making to prevent cost escalations and delays that impact road users.
