No Terrorism Charges for Iraqi Twins Accused of Shouting Isis Threats at Police

A Finnish prosecutor has decided not to charge two Iraqi brothers with preparing a serious crime against life or health after alleged threats involving Isis.

The brothers were found outside the Finnish Security Intelligence Service building in August 2023, where they had been filming the premises. Police said they acted threateningly when detained. One was suspected of claiming that he had killed several people and intended to kill several more in Finland.

After their release from police custody later that day, one brother allegedly returned to a police station shouting that he was “Isis in Finland” and intended to kill people. The prosecutor concluded that the evidence did not provide probable grounds meeting the threshold for the most serious charge.

Both men nevertheless face other criminal proceedings. One is charged with three counts of violently resisting an official and five unlawful threats. The other faces three counts of violently resisting an official and one unlawful threat. The Helsinki District Court will consider those charges later.

The brothers arrived in Finland as asylum seekers in 2015. They were previously charged with murders allegedly committed for terrorist purposes in Tikrit, Iraq, in 2014. The Pirkanmaa District Court dismissed those charges in 2017, and the Turku Court of Appeal reached the same conclusion in 2020. After spending more than 500 days in pretrial detention while suspected of terrorism offenses, each brother later received more than €200,000 in compensation.
