Norway's Energy Agency Demands Hydropower Reports Amid Low Reservoir Levels

Norway's Water Resources and Energy Directorate (NVE) is implementing a mandatory reporting system for hydropower producers in the Mid-Norway region (NO3). This action comes in response to alarmingly low water levels in the area's reservoirs, which are crucial for the country's energy supply.

The region is significantly dependent on imported electricity to meet its demand. With the current scarcity of water, NVE aims to closely monitor the situation leading up to next spring. Inga Nordberg, director of NVE's energy and concessions department, stated that the reporting will provide Statnett, NVE, and the Ministry of Energy with the necessary data to assess the power situation and determine if any interventions are needed regarding water resource management and supply security.

We are now signaling that a reporting scheme for power producers in Mid-Norway will be introduced. This will enable us to follow the situation more closely leading up to next spring.

Nordberg emphasized that power producers must account for uncertainties in both import possibilities and weather conditions, including water inflow, when planning their production. This directive follows concerns raised by various entities about potential electricity price shocks this winter, stemming from low water levels in Norwegian reservoirs and depleted gas storage in Europe.

While energy minister Terje Aasland has not yet seen a need to intervene in the power system for supply security reasons, the NVE's move signals a heightened level of caution. The reporting requirement might be extended to other regions, as most of the country, excluding Northern Norway (NO4), is experiencing unusually dry conditions for this time of year.
