Oman proposes joint regional management of Strait of Hormuz to Iran

Oman has put forward a proposal to Iran for a collaborative regional approach to managing the Strait of Hormuz, a plan that includes a system of voluntary fees. The core of the Omani proposal, according to a Gulf source, is to ensure that Iran does not hold exclusive control over this critical maritime route. This initiative draws inspiration from the Strait of Malacca model, where users voluntarily contribute to fund navigation, environmental protection, and search and rescue operations. The proposal arrives at a time of renewed hope for diplomatic solutions following the US's suspension of air strikes against Iran. The Strait of Hormuz, which once handled a fifth of global energy supplies, has been a focal point of international concern due to escalating tensions. The Omani plan envisions a regional consortium involving Iran and other Gulf states, tasked with providing "security assurances" for vessels transiting the strait. While Oman suggests the strait should be toll-free, the proposed "voluntary service fees" would fund security and environmental protection measures. The current Omani proposal outlines three maritime traffic routes: one within Iranian territorial waters, an international lane, and one within Omani waters. Iran would be responsible for mine clearance, particularly along the international route, though technical teams are still finalizing details. Despite public statements, sources indicate Iran is adopting a more flexible stance. Iranian Foreign Minister Abbas Araghchi has engaged in separate phone calls with his Omani and Saudi counterparts to discuss the evolving situation in the Strait of Hormuz. During these discussions, emphasis was placed on strengthening cooperation and advancing joint diplomatic efforts to foster regional stability and address the insecurity caused by what Iran describes as aggressive US actions.
