Oyebanji reappoints retired official as Ekiti Accountant-General

Ekiti State Governor Biodun Oyebanji has approved the immediate reappointment of Mrs. Titilayo Olayinka as the state's Accountant General, a move that follows her retirement just a day prior upon reaching the mandatory age of 60. This decision places Olayinka back at the helm of the state's financial management, underscoring Governor Oyebanji's commitment to leveraging experienced personnel for strategic positions.

With the appointment, Ekiti State has joined other states, including Enugu, Osun and Akwa Ibom, that have engaged seasoned retired accountants general to head the important office of Accountant General of the state, while other states like Kwara, Ebonyi, Imo, Abia and Katsina have sourced professionals outside the civil service to man their respective offices of State Accountant General.

The reappointment positions Ekiti State alongside other states like Enugu, Osun, and Akwa Ibom, which have opted to re-engage seasoned retired accountants general. Conversely, states such as Kwara, Ebonyi, and Katsina have sought professionals from outside the civil service to fill similar roles. Olayinka previously served as the Accountant General and Permanent Secretary from November 28, 2019, to August 24, 2026.

According to Yinka Oyebode, the Governor's Special Adviser on Media, Olayinka's return is expected to bring a wealth of experience in accounting, auditing, project management, expenditure control, and procurement. Her mandate includes establishing a comprehensive training program for accountants across the State Civil Service to enhance professional capacity. Olayinka, a Fellow of the Institute of Chartered Accountants of Nigeria and an Associate member of the Chartered Institute of Taxation of Nigeria, holds degrees in Accounting and Business Administration, with extensive experience in both public and private sectors.

Mrs. Olayinka, in her new role, has the mandate of the governor to set up a comprehensive training programme for accountants across the State Civil Service, aimed at enhancing professional capacity.

Her previous contributions are credited with significantly improving Ekiti State's standing in accountability, transparency, and fiscal management over the past six years. These efforts have been recognized through various indices, including Ekiti State's top rankings in the BudgIT State Fiscal Transparency League for multiple quarters in 2024 and 2025. The state also received accolades for its transparency in local government budgeting and its performance in the Subnational Audit Efficacy Index.

These include, among others, Ekiti State’s number one ranking in the BudgIT State Fiscal Transparency League for Q2, Q3 and Q4 2024 and Q1, Q2, Q3 and Q4 2025. The state was also adjudged one of the leading states in both local government budget transparency and the Subnational Audit Efficacy Index by PLSI.
