Panama establishes crocodile encounter protocols, authorizing lethal force as a last resort

Panama's Ministry of Environment, MiAmbiente, has introduced a formal protocol to manage increasing negative interactions between crocodiles and humans. The measure, established by Resolution No. DM-0445-2026 signed by Minister Juan Carlos Navarro, aims to provide a coordinated technical response to situations where crocodiles pose a risk to the population.

The protocol addresses concerns stemming from the growing presence of these reptiles in urban, coastal, and riverine areas, particularly around Panama Bay, including sectors like Puerto de Coquira, Clayton, and Albrook, as well as in regions of Panama Oeste, Coclé, and Veraguas. The ministry acknowledges that Panama lacks a national monitoring system for these species, relying heavily on media and social media reports for information.

A five-level intervention scale guides the response, starting with community prevention and education (Level 1), moving through technical monitoring (Level 2), deterrence (Level 3), capture and relocation (Level 4), and finally, lethal control (Level 5) as an absolute last resort. A risk assessment form, considering factors like the animal's size, habituation, location, sighting frequency, and past attacks on pets, will classify cases as low, medium, high, or very high risk.

Lethal control will only be authorized if there is a "real, current, and imminent danger" to human life and no viable alternative exists. This measure requires documented justification and approval from a technical committee. In immediate self-defense situations to prevent an attack, reporting to MiAmbiente or the Environmental Police is mandatory.
