Panama formalizes 'Tour Firmeza' community program amid security challenges

Panama's Ministry of Public Security has formalized "Tour Firmeza," a community prevention initiative that has been active since the current administration began. The program, now operating under a national regulatory framework, aims to engage communities through a variety of social, recreational, sports, artistic, and cultural activities.

The official resolution, published in the Official Gazette on Tuesday, July 28, 2026, outlines the program's primary goal: to encourage citizen participation and promote positive interactions between Panamanian families and security forces. It also seeks to familiarize the public with the Ministry's mission and vision, thereby strengthening the bond between communities and the institutions responsible for national security.

"Tour Firmeza" will plan and execute non-profit activities designed to foster peaceful coexistence between citizens and security agencies. The program is also authorized to support social initiatives by charitable organizations, including the Teletón 20-30, shelters, and other community efforts targeting vulnerable populations.

The program will be overseen by the Minister of Public Security or a designated official, with operational management handled by ministry personnel and security agencies. The structure includes representatives from the National Police, National Aeronaval Service, National Border Service, National Migration Service, and the 911 integrated emergency management system. Voluntary contributions collected during events will be donated to charities, reflecting the participating institutions' commitment to social solidarity. The program takes effect immediately and will operate nationwide.
